Law 82-21: what self-generation changes for businesses

Producing your own power, selling surplus, storing it: the key points to prepare your project.

Adopted in 2023, Law 82-21 on self-generation of electricity gives a clear framework to businesses, farms and households that produce their own electricity, most often with solar. Here is what to know before you start a project.

Produce first for your own consumption

The spirit of the law is self-consumption: the installation is sized to cover your needs, on site or nearby. It is also the most profitable option, because every kilowatt-hour produced and used on site is one you no longer buy at grid prices.

Rules that depend on capacity and voltage

Depending on the installation's capacity and the connection voltage (low, medium or high), a project requires a simple declaration, a connection agreement from the grid operator or an authorisation. Our engineers identify the right procedure during the study and prepare the file with you.

Surplus can be sold, within a limit

Electricity produced but not consumed can be fed into the grid and sold to the operator, up to 20% of annual production, at a rate regulated by the National Electricity Regulatory Authority (ANRE). This surplus is a bonus, not a business model: a well-designed project aims for self-consumption first.

Storage becomes a real lever

With batteries, energy produced at noon is used in the evening or during a power cut. For a hotel, an industrial site or a cold room, storage raises the share of solar energy actually consumed and secures operations.

Our advice before you start

  • Gather 12 months of bills to understand your consumption profile.
  • Have the installation sized by a certified installer, such as AMEE's Taqa Pro label.
  • Plan monitoring from day one to track actual production.
